Mário de Oliveira made the announcement at a Breakfast with the regulator, held by the Angolan Institute of Communications ( INACOM).
He said that the move is in line with the United Nations' sustainable development goals and the African Union's 2030 agenda.
These actions are supported by SADC 2025 commitments as well as the National Development Plan (NDP) 2018-2022 .
Mário de Oliveira added that 50 percent of households in each SADC member state must be connected to the Internet. Basic broadband services must be made accessible in SADC by at least two per cent of the monthly GDP per capita.
All Member States must have a national broadband or broadband plan in their definition of universal access service, as well as present broadband/internet users of 65 percent.
Still under the NDP, 60 percent of youth and adults in each SADC member must have achieved at least a minimum benchmark in sustainable digital skills, he said.
He noted that the disconnection of small and medium-sized enterprises should be reduced by 50 percent per sector, as well as 40 percent of the population should use digital finance services.
According to him, NDP 2018-2022 further recommends that gender equality should be launched in all SADC broadband targets.
Basic services or installation services in households for fixed or mobile broadband access should be made accessible in SADC, costing less than USD50 or two per cent of monthly GDP per capita.
