Parliament passes 68 articles of Public Contract Law
Luanda - The 68 articles of the 415 contained in the Public Contract Bill, designed to reinforce the rationalisation, reduction and control of public spending, were approved Tuesday in Luanda.

A session of the specialised commissions of the National Assembly

This was during a session of the National Assembly, following an initiative of the president of the Republic, in his capacity as head of the Government.
The discussion of the Bill is being held by the members of the specialised commissions of the National Assembly responsible for constitutional and legal affairs, as well as the one in charge of economic and financial issues.
The Bill on Public Contract, according to the 1st Commission of the National Assembly, is meant to bring together various types of public contracts that were disperse.
The source told press at the end of the session that the process of congregation has led to an alteration to the designation of the law: Public Procurement Law has become Public Contracts Law.
This has led to an expansion of the objective, scope and focus of all contracts pieced together into one single law, seeking their easier handling by economic and law operators, it was said.
The deputy head of the 1st Commission of the National Assembly, Emílio Homem, said the law is being dealt with carefully, article by article.
In his turn, the secretary of State for Treasury, Leonel Silva, who attended the discussions, mentioned some advantages of the bill, saying it clarifies public contracts procedures.
The discussions of the Bill on Public Contracts will continue on Wednesday.
Before it was submitted to the specialised commissions, the Bill had been approved on January 27 this year, during the 3rd Plenary Ordinary Session of the 4th Session of the 3rd Legislating Period of the National Assembly.
