The Secretary, who was speaking on Thursday at a meeting with agricultural entrepreneurs from different parts of the country, said that it is no good for the state to create initiatives in timbers exploration and other areas if it does not have the capacity to control its borders.
He said improving the business environment through the implementation of World Bank recommendations and responding quickly from public services to the private sector is another reaffirmation of the plan because it will not be possible to diversify the economy with the time it takes to obtain certain licenses for private investment.
