New airport construction contract signed

Luanda - An Addendum to the Contract for the Construction Project of New Luanda International Airport (NAIL) was signed Thursday by Transport Ministry (MINTRANS) and China National Aero-Technology Internatinal Engineering (AVIC).

The parties also signed a Memorandum of Understanding (MOU), as part of the technical review work to adapt the quality and operational parameters of the new airport.

The CEO of Airports Management Company SGA - SA and the coordinator of the Operational Office of the New International Airport of Luanda (GONAIL) represented the Transport Ministry at the ceremony, according to a press release dated 20 May, reached Angop Thursday.

At the second Ordinary Session of the Cabinet Council, held on February 28, 2019, the Ministry of Transport was directed to conduct technical and financial review of the NAIL project.

This was to guarantee conclusion, ensuring better alignment with the various ministerial departments, the set of actions aimed at NAIL certification and the establishment of a new schedule of actions.

The joint negotiation and review process, which led to the signing of these two instruments, formalises the continuity of the NAIL project.

In this negotiation process MINTRANS, with the support of specialists from various ministerial departments and the Ministry of Finance, ensures the regularisation of payments for work carried out so far.

Thus, it allows the creation of the necessary conditions to resume the works, safeguarding the current impositions of mobility and confinement resulting from the current context, due to global pandemic of the covid-19.

As result of negotiation process the interests of the developer and the State were better safeguarded, and significant gains were obtained as well as any additional charges for the State were eliminated.

It made possible to not exceed the total amount contracted for the completion of the project, budgeted in US $ 1.4 billion, as mentioned by MINTRANS.

In order to improve the monitoring of this reference project for the country, MINTRANS will reinforce the skills of the operational office of the new Luanda international airport (GONAIL).

This includes the creation of a project management office that will integrate the multidisciplinary team and national specialists in the field of infrastructures, urbanism, ICT's, meteorology and environment, in order to guarantee its completion within the agreed deadlines, available budget and the certification standards of the International Civil Aviation Organisation (ICAO).
