Higher Education Ministry, Lunda Norte sign accord
Dundo- The Ministry of Higher Education and the Government of the northeastern Lunda Norte province signed Wednesday in Dundo a memorandum of understanding on higher education.

The accord was signed by the secretary of State of Higher Education for Innovation , Maria Augusta Martins, and Lunda province’s deputy governor for social affairs, Angélica Nené Curita Ihungo.
According to the signatories, the memorandum is meant to establish a permanent institutional cooperation framework between the Higher Education Ministry and the Government of Lunda Norte, with a view to boosting the development of the education subsistence in the region.
Under the agreement, Lunda Norte Government will direct its action in the domain of higher education in line with the province’s development strategy.
The province will also contribute to the development of higher education in the region, in line with the National Development Plan and create conditions for accommodation of expatriate teachers recruited within the framework of the international cooperation accords subscribed by the Angolan Government.
Another duties assigned to the province under the deal is to have the legislation on the higher education subsystem implemented and hinder all attempts to violate it and submit to the other party any of its or other party’s initiative in the domain of higher education in the province.
In its turn, the Higher Education Ministry is expected to issue methodological guidelines and views on the social pertinence of higher education development initiatives in the province.
It is also tasked with enquiring the promotion of the quality of the services offered by the higher education institution in the province, follow up its evolution and contribute to the drafting of its development plan, thus creating a sound and harmonious academic environment.
The memo applies to all actions the parties intend to take in the sphere of higher education in Lunda Norte, with the Ministry of Higher Education expressing its views about the technical feasibility of any initiative concerning the matter to be proposed by Lunda Norte Government.
The terms of the accord will be valid for five renewable years, unless one of the parties decides to denounce it.
