Angola seeks experience on accreditation evaluation

Luanda - The Ministry of Higher Education, Science, Technology and Innovation (MESCTI) seeks, through the experience of Portuguese experts from the Accreditation Agency Higher Education Agency (A3ES), to define the quality standard that is intended for higher education courses in the country.

This meeting is part of the National Development Plan 2018-2022, in which the development of the system of evaluation and certification of higher education is one of the priorities of intervention of the MESCTI, for the Education and Higher Education Policies.

This information was advanced by the holder of the folder, Maria do Rosário Bragança Sambo, at the opening ceremony of the seminar on Assessment of Courses in Higher Education, where she stated that until 2018 Angola had no legal diploma on the legal regime of evaluation and accreditation of quality of Higher Education Institutions.

This gap was suppressed with the recent approval of a basic tool for the creation of the Internal and External Evaluation Regulation and its Accreditation.

According to the minister, it is intended to deepen some particular aspects and create a space for debate and clarification, so that the best procedures can be defined, taking into account the reality of the country.

Jacinto Carvalhal, representing the chairman of A3ES, who spoke on the evaluation process, said that the objectives are to improve quality, promote supply balance, stimulate competitiveness, ensure a quality standard corresponding to the degree the accreditation of the CE, enhance the mission of higher education institutions, inform the academic community and society in general about their performance.

Regarding conceptual clarifications, the evaluation and accreditation process should not be confused with an inspection or supervisory process, since the evaluation of the quality of performance, whether of the institution or of a cycle of studies, is not confused with the simple verification of legal compliance.

In his view, the request for evaluation / accreditation is not the same as the deduction of a simple administrative claim and in a process of quality assessment, besides the formal truth, it is important to know the material truth and the quality assessment of performance of a institution of higher education is in pairs and not hierarchical.
