The plan aims to prevent incivilities acts around the institutions, with measures to discourage peddling and other practices that threaten the health of people and the image of the institutions.

It also aims, increasing action by the police and the academic community, providing greater fluidity in the communicability to enable a timely and expeditious manner to resolve all issues related to insecurity in the institutions of higher education.

Angola met in recent years, a large school expansion which resulted ultimately in the emergence of a higher education sub-system, based on a balanced distribution of institutions with units organized in 18 provinces.
