The aforementioned amendment, according to the final communiqué of the meeting, refers to the designation of the institutions that provide the 1st cycle of general secondary education and technical vocational education, as well as the kinds of higher education institutions.

The Commission also considered a draft law on the National Policy for Special Education aimed for school inclusion, whose document defines the guidelines so that the education networks in the country may ensure the right of access to quality education for all pupils without discrimination, particularly those with disabilities of various kinds.

This initiative will promote the creation of schools open to diversity, without barriers that hamper access to attendance and completion of teaching cycles, thus responding to pedagogical problems.
