Secretary of State calls for municipal master plan draft
Luanda - The lack of land planning tools in municipalities is one of the main difficulties in the elaboration of a municipal master plan, said Thursday the Secretary of State for Territory Planning, Manuel Pimentel.

According to the official, who spoke on the sidelines of the First Technical Journey promoted by the Luanda Government, the first priority of the municipal administrations, henceforth, should be the elaboration of the master plan of their locality, without which it becomes impossible to speak of deconcentration and decentralization, as well as such as the development of the province.
He said that without a master plan, municipalities will continue to have problems of electricity supply and drinking water, basic sanitation, road mobility, among others.
To this reason, Manuel Pimentel called on municipal administrators to draft their plans as soon as possible, with the minimum of financial resources they have, in order to improve the living conditions.
