Moreira was speaking at a meeting on "The remuneration system of the civil service" held Wednesday in Luanda.
The official pointed to a deficit at the level of institutions in view of the new socio-economic and political context the country experiences.
He clarified that the meeting aims to create a balance on the issue, due to its sensitiveness to the life of each.
The State Secretary was alluding to the salaries, careers and promotion, as the main elements of the work.
The meeting also served to strengthen the competencies of participants in matters of career systems, as well as clarifies the procedures and principles of the system.
According to him, early this year up to the present date the country witnessed a wave of demonstrations in the sectors of education, health, higher education, PGR and Justice Ministry to demand for better working conditions.
These complaints, he added, demonstrate the existence of distorted salary scales, prepared without observing principles of internal and external equity required for a pay table structure.
In order to meet this goal, the sector decided to hold a training action designed for technicians of the human resources organs of the civil service, representatives of the trade unions and journalists.
Due to end on Thursday, the meeting is discussing various topics on career systems, entry and access to the civil service, payment system, tables and subsidies.
