The presentation of the model occurred at a meeting the provincial government held with utility companies, chaired by the vice governor of Luanda for economic sector, Júlio Bessa at weekend.
In its press release, Luanda government presented to the operators a diagnosis of the current cleaning situation in the province,
This includes the regulation and cost of the new model as well as the strategy for its implementation.
The new model is based on five basic principles due to its urban characterisation and the extension of services across the province.
This also takes into account the joint sharing of responsibilities among the public sector, operators and users.
The new model includes definition of a conditioned service, door-to-door collection, and differentiated treatment in solid waste management, financial sustainability and adoption of waste recovery policy.
The implementation of the new model of public cleaning, sanitation, vector control and solid waste management will be carried out gradually and have transition and adaptation period, during which it will be implemented.
The weekend meeting has set a one-week period for their representatives to submit their proposals on the next meeting, scheduled for the second week of September.
