Tender for fourth telecommunication operator open
Luanda - The Angolan Government has launched, on September 30, the tender for the award of the fourth Unified Global Title for Public Electronic Telecommunication Service Provision.

The Limited Prequalification Competition has two phases, the first of which will be submitted until November 8, 2019, for qualification of interested parties, and the second for the submission of bids by qualified candidates, which will follow after the conclusion of the first.
The Tender Phase will be restricted to those candidates who are qualified, after consideration by the Evaluation Committee of their compliance with the tender requirements. Qualified applicants will be invited to submit their technical and financial proposals within 60 days.
According to a statement from the Interministerial Working Group, made up of the Ministers of Finance, Telecommunications and Information Technology and Economy and Planning, aiming at greater transparency and speed, the tender procedure will take place on the Public Procurement Portal, available at www.compraspublicas. minfin.gov.ao. On this electronic platform, interested parties can access the advertisement and other parts of the contest, submit applications, request clarifications and submit proposals.
Roadshow sessions will be held for the international dissemination of the competition and to attract the interest of major world telecom operators: The first session is scheduled for Dubai, during the week beginning on October 7th of this year.
The note also states that the expectation is that at the end of the process the country can count on a new operator of electronic communications, with relevant financial and technological capacity.
This will help to improve competition in the sector, with more technological innovation, better quality of products and services and better prices, all for the benefit of citizens and the national economy.
The Angolan Government had already held a tender for the award of the fourth Unified Global Title for the Provision of Electronic Communications Public Service.
For the opening of this competition, the President of the Republic, João Lourenço, determined, on 25 April this year, the rules and procedures for the opening of a new competition to meet the fourth Global Operator in the telecommunications sector in the country.
This authorization follows the annulment, on April 18, also by the President of the Republic, of the International Public Tender for the attribution of a Unified Global Title to the fourth Global Operator in the Telecommunications sector in Angola.
On the 12th of this month, the Ministry of Telecommunications and Information Technologies had announced the award of the Electronic Communications Public Service Concession Contract to the Angolan company Telstar.
