Local administration human resources management under MAPTSS responsibility

Luanda - The Ministry of Territorial Administration and State Reform has recently transferred the human resources of local government to the Ministry of Public Administration, Labor and Social Security (MAPTSS) in Luanda.

The transfer term was signed by the Ministers of Territory Administration and Reform of the State (MAT) and the Public Administration, Labor and Social Security (MAPTSS), respectively Adão de Almeida and Jesus Faria Maiato.

The transfer of responsibility results from the extinction of the National Directorate of Human Resources of the Local Administration, a ministerial department that was under umbrella of MAT, and its respective competences and attributions migrated to the National Directorate of Public Administration, organism assigned to MAPTSS.

The same arises from the compliance with the guidelines of the President of Republic, supported by Presidential Legislative Decree 3/13 of August 23, Presidential No. 33/18 of February 8, and Presidential Decree No. 55/18 of February 20.

According to a note from the Ministry of Territory Administration and State Reform that reached Angop Monday says that with the signing of this document, a set of legal provisions, under which this ministry ceases to have any intervention in the multiple human resources of the local administration, whether at the level of hiring, promotions or management, transferring these competences fully to MAPTSS.
