Luanda - The country’s gross domestic product (GDP) for 2022 is expected to increase by 2.4 percent, the minister of State for Economic Coordination Manuel Nunes Júnior has said.
The minister spoke of the maintenance scenario for the resumption of economic activity.
"Our forecasts are owed to a growth of 1.3% in the oil and gas sectors and 3.1% in the non-oil sector", he said at the opening ceremony of the presentation session of the roadmap for the reform of the public entrepreneurial sector (SEP).
According to him, the reform of the business sector can and must contribute to meeting the challenges of changes in the economic structure.
The roadmap will be implemented in four years, a period in which Angola will work to see what strong, efficient, competitive segment capable of creating value for its shareholders.
"The roadmap for reform was approved in January this year and is meant to accelerate the reforms to be introduced in our fabric of public enterprises.The initiative will help increase the gains of the privatisation programme which is in progress in the country since 2019”, underlined Manuel Nunes Junior.
The State Minister for Economic Coordination noted that the objective is to make the assets of the State profitable, in a logic of the market, without forgetting the sector of provision of essential public services to the population.
He added that with these reforms, the goal was to build a real market economy in Angola, efficient, competitive, whose engine is the private sector.
The official added that the state must fundamentally ensure political stability and macroeconomic stability with interest, exchange rate and inflation rates aligned with the objective of economic growth and development of the country, as well as basic infrastructure to support production.
He also spoke of provision of making scientific and technological knowledge available, protect private property, recognise land ownership as property, ensure speed of justice, the rule of law and competition among economic agents, strong institutions and credible and ensure that there is simplicity in business creation.
“These are essentially the tasks of the state. The remaining ones should be left to the private sector, which, in a competitive environment, will ensure that the production of goods and services in the economy is done efficiently and innovatively, to the benefit of consumers,” he underline.
The roadmap for the reform of the PES
The roadmap for the reform of the public entrepreneur sector (SEP) presented by the CEO of the Institute of Management of State Assets and Actions (IGAPE), Patrício Villar, was created in the prospect of reducing state assets in gross domestic product, which today stands at about 92%.
To this end, four axes have been defined for the reform. They are the resizing of the presence of the public sector of enterprises, the effectiveness of management, financial information and transparency, as well as the monitoring and mitigation of the fiscal risk.
This will, among other things, prepare a proposal for a presidential decree for the approval of the SEP, prepare and implement the external and internal communication strategy for the reform, develop governance and control models for the implementation of the roadmap and create a working committee for its implementation.
The roadmap presentation ceremony brought together the ministers of Economy and Planning Mário Caetano João, Public Works and Spatial Planning Manuel Tavares de Almeida, Minister of Finance Vera Daves, as well as senior officials and representatives of public and private companies.
