M'banza Kongo – The deputy governor of Zaire for the political, social and economic sector, Afonso Nzolameso, advocates the need to strictly comply with the rules for applying the values of the General State Budget (OGE) in public expenditure in this province.

When speaking at the opening of the seminar on the rules and changes in the execution of the OGE/2024, held last Tuesday, in M'banza Kongo, the leader considered the treasury as a working instrument to satisfy the general needs of the population and never to achieve individual ends.

He mentioned that the budget execution rules are dynamic and improved annually, with the introduction of new procedures in relation to previous economic years.

He also highlighted that the execution of OGE / 2024 represents a challenge that all managers must face, so that its execution has a positive impact on the lives of all citizens.

Afonso Nzolameso also encouraged municipal administrations to create policies and strategies that allow the collection of fiscal taxes, within the framework of the law, with a view to diversifying local revenue collection sources.

The seminar on the rules for implementing the OGE-2024 was aimed at municipal administrators and their deputies, technicians from the different budgetary units and other local dependent bodies.

Main changes to the OGE/2024 rules

Among the main changes introduced in the execution of OGE/2024, the highlight is the deconcentration of the expense relocation process, which becomes the responsibility of local budgetary units, instead of provincial Finance delegations.

According to the head of the budget and public investment department of the Finance Delegation of Zaire, Custódio dos Santos, employees with disabilities and exempt from paying Labor Income Tax (IRT) are now required to present proof of their condition.

He explained that, in the new financial instrument, the families of former combatants and veterans of the Fatherland will, from now on, be subject to the Labor Income Tax (IRT) discount, among other changes.

Topics such as OGE/2024 execution rules, execution of public investment projects, public procurement, among others, dominated the lectures at this seminar, under the auspices of the Finance sector. DA/PMV/QCB/DOJ
