WASHINGTON — President Biden, under pressure to aggressively address the global coronavirus vaccine shortage, will announce as early as Thursday that his administration will buy 500 million doses of the Pfizer-BioNTech vaccine and donate them among about 100 countries over the next year, according to people familiar with the plan.
Luanda - The draft text for Specific Revision of the Constitution, under discussion in the parliament’s specialty committee, is going to the final global vote on the 9th ordinary plenary meeting of the National Assembly (parliament), scheduled for June 22.
The information was released this Wednesday by the National Assembly´s spokesman, Raúl Lima, at the end of the meeting of the conference of parliamentary whips, chaired by the parliament Speaker, Fernando da Piedade Dias dos Santos.
After being approved in its general terms, with a qualified majority of two thirds, the proposal for the Specific Revision of the Constitution, initiated by the President of the Republic, was sent to the First Commission, which drew up the Constitutional Revision Draft Law.
The proposal provides for change of 28 articles, editing six and making four revocations. This is the first initiative to revise the Constitution of the Republic, which came into force in 2010.
Meanwhile, Liberty Chiaka, whip of the main opposition party, UNITA, accused the government of having scheduled a specific revision of the Constitution "to fulfill an eminently electoral expedient".
According to Liberty Chiaka , the rules of the game should not change during the competitive period. "A revision of the Constitution was unnecessary now, at a time when we are practically a year away from the general elections," he said.
Liberty Chiaka considers that some rules under review seek to condition the political game of 2022, arguing as an example the dismissal of judges of the High Courts.
In response, the ruling MPLA whip, Virgílio de Fontes Pereira, stated that he did not share the idea that "we are carrying out a process of revision of the Constitution to address specific or subjective issues".
According to the MPLA´s MP, saying this is not only false but it also demonstrates some lack of knowledge of the basic rules of Law.
He reiterated the holding of general elections in 2022 and recalled that who insisted on revising the Constitution by 2020 was not the MPLA, but the opposition, in particular UNITA.
