Luanda - The National Assembly (AN) on Thursday approved the Draft Resolution on the assessment of the State General Budget Execution Report (OGE) for the third quarter of 2023.

The Draft Resolution was approved with 97 votes in favour, 71 against and three abstentions during the 4th Extraordinary Plenary Meeting of the 2nd Legislative Session of the 5th Legislature.

The quarterly Execution Balance Report, which covers 18 recommendations to the Executive, found, throughout the third quarter of 2023, that of the 164 municipal administrations, only 46 submitted the due accounts.

The document points out that of the country's 18 provinces, only four (4) fully complied with the due accountability, namely those of Cuanza-Norte, Huambo, Malange and Namibe.

It also states that of the 88 diplomatic and consular missions, only 23 reported regularly, 36 reported irregularly and 29 did not report.

The 2023 State Budget Execution Report for the third quarter was sent to the National Assembly on October 31, 2023 (within the deadlines set by law).

The inflation rate for the period under review stood at 12.22 percent, above the inflation rate of 11.1 percent defined in the 2023 OGE.

The oil sector recorded an average daily production of 1.12 million barrels, below the quota set in the 2023 OGE, estimated at 1.18 million barrels.

The average export price of a barrel of oil was USD 86.3 per barrel, representing an increase of USD 11.3 per barrel compared to the fiscal price of USD 75.00 defined in the 2023 OGE.

Diamond revenue recorded a revenue level of 13 percent and an increase of 33 percent compared to the third quarter of 2022, despite having recorded a participation rate of 0.39 percent of total revenue.

On the other hand, revenue contributions from the oil sector were 51.26 percent, higher than contributions from non-oil sector revenues recorded at 40.58 percent.

The current revenue collected in the amount of 3,359,229 million kwanzas was higher than the current expenses carried out valued at 1,958,189 million kwanzas, which means that the surplus in current revenue in the amount of 1,401,040 million kwanzas was used to pay capital expenditure.

In the field of execution of Expenditure by Function, the Executive prioritized Public Debt operations with a participation rate of 43 percent, followed by the social sector with a participation rate of 23 percent, Defense, Security and Public Order with 14 percent. percent, public services and the economic sector both with a 10 percent participation rate.

In relation to the central bodies of justice in the third quarter of 2023, in overall terms, expenses amounting to 9.98 percent of the approved budget allocation were incurred. Captured appropriations represented 29.47 percent of approved expenditure.

In this regard, the report states that the District Courts are still not included as Budgeted Units in the State's Integrated Financial Management System (SIGFE) and, as a result, their expenses also continue to be carried out in the provincial courts, which have been abolished. in the new judicial organization.

In terms of spending execution by PIP function, the Executive prioritized the economic sector with a participation rate of 40.98 percent, followed by the social sector with a participation rate of 39.95 percent, Defense and Security and Order Public with a participation rate of 18.57 percent and public services with a participation rate of 0.49 percent.

On the other hand, the Public Debt balance stood at 55.56 billion kwanzas, equivalent to 67.3 billion US dollars, representing an increase of 76 percent compared to the balance of the Third Quarter of 2022.

The stock of external public debt by creditor calculated up to the Third Quarter of 2023 was in the amount of 41,016,942 million kwanzas, equivalent to 49.687 million US dollars.

In the field of education and teaching, emphasis is placed on the inclusion of 883,916 children in the pre-school education subsystem, in primary schools, in response to the application of measures to reduce school dropouts and increase the number of children in the education system.

In this regard, we also highlight the award of 18,634 scholarships to primary school students from 62 schools in the municipalities of Viana, Icolo and Bengo in Luanda, Ambriz and Dande in Bengo on a pilot basis, within the scope of the Learning for All Project (PAT).

Regarding the Local Development and Combating Poverty Program, in the period under analysis, 328,123 registered households were validated and enrolled in the Kwenda Program and 230,220 new households were paid, placing the percentage of achievement of the annual target of new payments for 2023 at 58% of the 395,377 predicted households.

The Execution Balance Report for the third quarter of OGE-2023 was carried out in a context of uncertainty regarding the recovery of the national and international economy, given the maintenance of the geopolitical situation, which has induced a shock in the price of a barrel of oil on the international market.

The General State Budget for the 2023 Economic Year estimates revenues and establishes expenses in the amount of kz 20,104,207,404,872.00 (twenty billion, one hundred and four billion, two hundred and seven million, four hundred and four thousand, eight hundred and seventy-eight two Kwanzas).

Declarations of vote

Deputy Aia Eza da Silva, from the MPLA, justified her vote in favor of the Draft Resolution resulting from the assessment of the OGE Execution Report against the III of 2023, as she understands that the document complies with the legal imperative established by the Parliamentary Rules and in OGE Law 15/10.

She clarified that the assessment of accountability for quarterly budget execution leads this 'House of Laws' to make relevant and specific recommendations that must be applied in the present and future management of the OGE.

Conversely, the UNITA parliamentary group said it voted against the document 'because the majority of budgetary units were not accountable and, as a result, no one was held politically, financially, disciplinary, civilly or criminally responsible'. DC/SC/DOJ
