Minister reiterates commitment to modernizing State media

Luanda - The Minister of Telecommunications, Information Technologies and Social Communication (MINTTICS), Mário Oliveira, reiterated the government commitment to modernizing public communication enterprises and valuing its human capital.

Mário Oliveira was speaking to the press on Monday, on the sidelines of the working meeting between the Members of Parliament (MP) of the 7th Committee of the National Assembly and ministers of the MINTTICS, Youth and Sports and Culture and Tourism sectors, within the scope of the assessment, discussion and voting on the proposal for the General Budget of the State (OGE) for 2024.

 According to the minister, the bet for OGE 2024 is the modernization of the different media bodies, the training of professionals and providing educational information to the population in the most varied aspects, so that they are committed to the country.

“The meeting aimed to analyze the ministry's points of view, contained in the OGE, and to become aware of the concerns presented by the social partners to the MP, as well as to contribute to the collection of opinions to improve the sector”, he highlighted.

He added that the main concerns of the social partners have to do with social aspects, such as the technical professional qualification of workers and career promotion.

He mentioned that the sector works towards the aspirations of professionals, highlighting the soon implementation of a social fund.

In turn, the president of the 7th Committee of the National Assembly, Conceição João Faria Paulo, explained that the meeting aimed to present to the ministries the concerns presented, last Friday, by 33 social partners. According to the deputy, the social partners want prior consultation, by the ministries, for the process of defining the priority lines in the OGE.

The National Assembly (AN) approved on the 15th of this month, in general, the State General Budget Proposal (OGE) for the 2024 economic year, with 111 votes in favor (MPLA, PHA and PRS/FNLA) and 74 votes against (UNITA) and no abstentions, at the First Ordinary Plenary Meeting of the 2nd Legislative Session of the V Legislature of the AN.

The proposed General State Budget (OGE) for 2024, which foresees a salary increase in the public sector of around 5%, includes estimated revenues of 24 billion Kwanzas and expenses set at the same amount.

The proposal also increases the Ministry of Agriculture's budget by 80 percent, as a strong sign of its commitment to agribusiness and food security.

The Executive predicts growth of 2.8 percent in 2024, essentially anchored by the non-oil sector, which is expected to grow 4.6% and a decrease in the oil sector with 2.6%. The economic projections for the next financial year were calculated based on an average price per barrel of oil of USD 65.00 and an average daily oil production of 1 million and sixty thousand barrels per day.

In this budget proposal for 2024, the social area has a weight of 20.1 percent, corresponding to 4.9 billion kwanzas. Defense, Security and Public Order comprises 7.1 percent, corresponding to 1.7 billion kwanzas, while the economic part has 4.9% corresponding to 1.2 billion kwanzas.  The General State Budget execution is scheduled for January 2024.ASS/AC/TED/DOJ
