State Minister wants speed in identifying citizens' needs

Luanda – The Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, on Friday in Luanda, urged civil servants to quickly identify citizens' problems and to be bold in the search for quick and efficient solutions, for the satisfaction of users.

He said that the public administration was still too slow to identify and diagnose citizens' problems.  Speaking at the official launch of the "Vehicle Title", at the Directorate of Traffic and Road Safety (DTSR), he emphasised that the ability to identify citizens' problems is one of the public administration's main challenges.

The Minister of State pointed to the need for an internal and individual assessment of the work done by public servants, and where there are shortcomings, alternative solutions should be sought to increase efficiency.

However, justifies the minister, in addition to daring solutions, it is essential that the civil servant realises the existence of problems, "admitting that solutions are never perfect, but necessary to continue making progress in satisfying citizens".

He also called on public administration officials to work with empathy, realising that on the other side is a citizen who wants a solution.

The Minister of State emphasises that it is crucial to build new mentalities geared towards ease and dynamism of service, and that it is fundamental to build a new mentality to serve the citizen with excellence.

According to Adão de Almeida, even if all the rules are changed and more innovative and technological solutions are created, if the provider doesn't realise that it's easier to simplify than to complicate, the result will never change.

"The simplifica project is intended to be an approach to the other challenges facing public administration, as it involves not only reducing bureaucracy, but also the ability to change mentalities," stressed the Minister of State and Head of the President's Civil House.

The Minister of the Interior, Eugénio Laborinho, considered the act to be the culmination of a phase, but that the process continues with the materialisation of the law throughout the country.

On the occasion, the Minister of Justice and Human Rights, Marcy Lopes, considered the launch of the Vehicle Title to be a step forward in the relationship between citizens and the state. 

 According to the government official, the main aim of the “simplify” project is essentially to reduce the acts of public administration with the citizen, with multiple benefits for society.

On the other hand, he called on citizens to denounce bad practices in public administration, within the framework of better public service provision.

The first beneficiaries of the Vehicle Licence

Symbolically, the Minister of State and Chief of Staff to the President of the Republic, Adão de Almeida, handed over the first document to Suzana Bunga David de Carvalho.

"This is another of the great gains of the public administration reform and I thank the Directorate of Traffic and Road Safety for the opportunity," she said.

Another citizen, Ginga da Silva David, was equally satisfied and recalled that in the past there was too much bureaucracy to obtain these documents.

The Vehicle Licence

This document is the result of the unification of the Car Licence and the Vehicle Registration Document, created as part of the SIMPLIFICA project to reduce bureaucracy, modernise and increase the efficiency of public services and make life easier for citizens.

The new document allows a single inspection to be carried out simultaneously by the National Police and the General Tax Administration.

The government's expectation is that it will have an economic impact, since it will speed up the registration of ownership, which in turn will be useful for presenting guarantees to commercial banks and other services.

Similarly, as well as making it easier to register ownership, the positive effects of the initiative also include the security component of vehicle identification.

Cost of the Vehicle Title according to category

For inspection, registration and initial registration of light vehicles, motorists pay 54,324 kwanzas. Heavy goods vehicles and tractors cost 57,872 kwanzas.

The cost of obtaining inspection, registration and initial registration for motorbikes is 43,751 kwanzas.

The service for replacing the Vehicle Licence due to poor condition or loss is set at 26,729 kwanzas and for a duplicate or renewal of the document costs 27,928 kwanzas.

Motorists wishing to change the characteristics of the engine, colour, tyres, capacity and transformation of their vehicles must pay kz 26,729. 

 It is the responsibility of the Traffic and Road Safety Directorate (DSTR) to issue the Vehicle Licence, in an integrated process involving the Vehicle Registration Office and the AGT.

The Vehicle Title does not take away the validity of the current Car Licence and Title Deed.

This means that both documents are still valid for identifying the vehicle and establishing its ownership.

As a result, the citizen does not need to go to the issuing office to process the new document, which will coexist with the old one for the time being.
