Angola: State local administration with government approval

Luanda - The regulations of the Law on State Local Administration were approved on Wednesday in Luanda by members of the Angolan Government that held its 1st extraordinary session of the current year of the Cabinet Council.


The said legal tool establishes the principles and norms for the organization and operation of the organs of local government of the State and sets up the respective organizational structures, as well as the operational mechanisms.

According to the press release of the session, chaired by the President of the Republic, José Ediardo dos Santos, in the field of Finance, the meeting approved a Memorandum on liquidity projections for the second half of 2017.

The document aims at anticipating scenarios and the possibility of recourse to reserve accounts, to mitigate the accumulation of arrears or the possibility of failure to pay priority expenses, according to the note to which Angop had access on Wednesday.

Also in this area, the meeting approved the creation of the National Electronic Public Procurement System (SNCPE) and its regulation.

The objective of SNCPE is to minimize the costs inherent to the procedures of public procurement and the improvement of the process of selection of suppliers of the State.

On Wednesday’s session, the Cabinet Council approved the Proposal for the turning of the former National Assembly facilities into a venue for hosting theatre and music events, plastic arts exhibitions, conferences and other cultural manifestations.

However, it was created a multi-sectoral commission, which is coordinated by the Ministry of Culture, aimed at completing the studies and the proposed new designation of the building.

The Cabinet Council, an auxiliary collegial body of the President of the Republic, held on Wednesday last working session of the current Executive.
